Barry Liner, PhD, PE, BCEE
Chief Technical Officer and Director of Water Science & Engineering Center, Water Environment Federation (WEF)
Dr. Liner leads WEF’s Innovation Initiative, covering topics ranging from intelligent water systems to nutrient management to the water-energy nexus. He is responsible for the Innovation Pavilion at WEFTEC, the world’s largest water quality conference. He previously founded the Engineers for International Development program at George Mason University, where he was a professor. In the past 25 years in the water sector, he has worked for Black & Veatch, the World Bank, and consulting firms focusing on operational efficiency, public private partnerships, benchmarking information technology, and strategic finance for water/wastewater utilities. Dr. Liner holds degrees in Civil Engineering, Environmental Systems Engineering and Economics.
