Mr Harry Seah is Director of the Technology and WaterQuality Office for the Public Utilities Board in Singapore. TheTechnology Office coordinates the research and developmentinitiatives in PUB, and support PUB’s mission through technology,innovation, industry partnership, expertise development andintroduction of best practices.
Mr Harry Seah has extensive operational experience and richexpertise in membrane technology, especially in areas of water re-use,wastewater treatment and seawater desalination. He has led theNEWater Programme in Singapore since 1998. He was the ProjectManager for the NEWater Demonstration Plant which utilises a dualmembrane process comprising microfiltration and reverse osmosis,and ultraviolet disinfection as a multiple barrier approach in thereclamation of used water to produce NEWater. He was the DeputyDirector in charge of the implementation of NEWater from 2001 to2004, when PUB constructed and commissioned three NEWaterFactories (Bedok, Kranji and Seletar NEWater Factories) to supplyNEWater to industries and for indirect potable use in Singapore.
